New KMUD wastewater plant construction underway

The Kingsland Municipal Utility District new wastewater plant construction recently commenced with few hitches.

“It is moving along very well,” KMUD General Manager J. Horry told The Highlander.

After Keystone Construction Services LP completed its inspection of the building site, they began building the $14.8 million plant last month at 241 Willamette.

“They (Keystone) hit the ground running,” District Engineer Jason Jones told KMUD board members during the April 28 meeting. “It (the plant) is starting to come together.”

However, soon after construction got underway, district engineers determined the construction crew must settle a new heavy-duty industrial liner near the bottom of the building site, to prevent contamination and leakage of groundwater near the base of the new plant.

At some point in the future, KMUD board members may disburse funds out of the district contingency account to pay for the liner installation.

It may cost somewhere between $85,000 and $100,000 to install the liner, Horry estimated.

“We do not have a fixed number yet,” Horry said.

Even so, plant designer Jones-Heroy Associates plans to credit to the district for the liner work, which will not upset the overall cost of the project, Jones told board members.

The plant may be completed by July 2026, Horry predicted.

As the meeting continued, the KMUD board approved the payment of more than $242,100 to Keystone for work completed to date at the plant.

Also during the meeting, the board: Approved the flat rate of $50 for rental of the kitchen at the Kingsland Community Center, 3451 Rose Hill Drive; Approved the annexation of Royal Oaks Estates Lot 22, Royal Oaks Country Club Lot 55, Lot 56, Lot 161, Royal Oaks Estates Ranchettes Lot 9 and Lot 120 and Granite Shoals Cabin Sites Lot 25.
