Granite Shoals city council members were shocked Sept. 23 when they learned that a project for which the city was receiving a $425,500 Community Development Block Grant (CDBG) had come in with the lowest of four bids $130,000 over their budget.
The project is to replace a pump at Lake LBJ, and the increase was mostly due to the cost of a compressor that’s used to clear algae off the water intake at the lake.
City officials learned that they have four options: to reject all bids and rebid the project; to accept deductive alternates included in the bid packet, if applicable; to accept the low bid and provide additional local funds; or to accept the low bid and execute the construction contract for the full amount, while identifying for the future any work that may be eliminated from the contract through a change order, if the contractor agrees.
