Cecil Wayne Harper was born in Georgetown, Kentucky, on January 25, 1946, and passed away on April 2, 2025, in Lampasas, Texas. He leaves behind a legacy of kindness, wisdom, and unwavering dedication to those he loved.

Cecil spent his childhood in Georgetown before joining the U.S. Army, which gave him the opportunity to travel throughout Europe before eventually settling in Texas. After his military service, he built a successful career as a store director for H-E-B and later found fulfillment in teaching within the Marble Falls Independent School District. To round out his career, he co-owned 3 J’s Pool Haus with his sons, Jeremy and Jason.

Throughout his life, Cecil touched many hearts with his words of encouragement, generosity, and willingness to lend a helping hand. He was a loving husband, father, and Poppy, always the architect of solutions when challenges arose. Whether through his work, friendships, or the deep love he had for his family, he made a lasting impact on all who knew him.

Cecil was preceded in death by his parents, Opal and Ray Wittekind, and Ann and Cecil Harper Sr., as well as his sister, Peggy McFarland. He is survived by his loving wife, Barbara Harper; his sister,

Sandy Pribble; his four children, Jennifer (Ryan) Bell, Jeremy (Brittney) Harper, Jason Harper, and Joe Harper; and his cherished grandchildren, Lea (Matt) Medders, Evan (Brandon) John, Colton Harper, Kayleigh Harper, Karlee Harper, Blake Bell, and Hayley Bell.

He will be deeply missed by his family, friends, and all who were fortunate enough to know him. Though he is no longer with us, his memory will live on in the stories shared, the lessons he taught, and the love he so freely gave.

A visitation for Cecil will be held on Saturday April 12, 2025 at 10:00 am and the funeral service to honor his life will be held at 11:00 am at Clements-Wilcox Funeral Home in Marble Falls.

In lieu of flowers, the family requests that donations be made to a charity of choice in his memory.
