Cottonwood Shores City Council members Thursday agreed to add $1 million in certificates of obligation to the city’s bond debt, to be used to pay for several needed projects. Those include $187,000 for repairing streets that will be torn up during a $1.5 million water-wastewater improvement program due to get under way this month.
